The following letter, dated June 30, 1999, was received:                       
                                                                               
"Dear Speaker Porter:                                                          
                                                                               
On this date I have signed the following bill passed by the first session      
of the Twenty-first Alaska State Legislature and am transmitting the           
engrossed and enrolled copies to the Lieutenant Governor's Office for          
permanent filing:                                                              
                                                                               
CONFERENCE CS FOR HOUSE BILL NO. 51                                           
"An Act making appropriations for the operating and capital                   
expenses of the state's integrated comprehensive mental health                 
program; and providing for an effective date."

The FY2000 budget will provide some improvements in services to                
Alaskas Mental Health Trust beneficiaries, including limited expansion

of community services and steps toward the replacement of the aging            
Alaska Psychiatric Institute.  There was no intent language in the             
mental health budget bill, so no vetoes were necessary.
