Full Journal pdf1999-07-28 House Journal Page 1786 HB 51 The following letter, dated June 30, 1999, was received: "Dear Speaker Porter: On this date I have signed the following bill passed by the first session of the Twenty-first Alaska State Legislature and am transmitting the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: CONFERENCE CS FOR HOUSE BILL NO. 51 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Chapter No. 85, SLA 1999 ¦Effective Date: July 1, 1999á The FY2000 budget will provide some improvements in services to Alaskas Mental Health Trust beneficiaries, including limited expansion 1999-07-28 House Journal Page 1787 HB 51 of community services and steps toward the replacement of the aging Alaska Psychiatric Institute.
